I'm assisting my friend with his computer, which isn't starting up. The power supply and GPU fans aren't working, but the CPU fan is spinning a bit. No video appears, and I don't know the cause. I've moved RAM around and replaced the CMOS battery, but the issue continues. The system has an Asus H81-plus, Radeon XFS R7970, XMF1 PSU, and an Intel CPU—though I'm not sure which one. This is confusing, so any advice would be appreciated.

Verify the switch is active, not off.
Edit: Ensure it's powered on.

Were there any loose components left in the situation that might be held back by the motherboard? Rare, though it can occur in certain rows. It may lead to a short circuit and stop the system from powering up completely. If your power supply unit is functioning correctly.
