You should start with the installation of Windows 10, then proceed to install OS X on the SSD.
When placing them on different drives, it doesn't matter. However, if you're installing on the same drive, I recommend setting up the operating system you'll use most often first.
Are you certain both storage devices are set up properly? I believe they should be if you installed OSX. Are these parts compatible with macOS? OSX is owned by Apple and isn’t built to run on all systems. Are you confident your board allows additional drives as default? I remember on my setup I had to turn on a special option in the drive list to make it visible in Windows.
Ensure OS X is installed first, as it affects the file system. Prioritize it before proceeding with Windows on the secondary drive.
