In GeForce Experience I adjusted my GTA configurations to the best. When I start the game it runs at 10 frames per second, which isn't unique—this issue also appears with Arma 3. I own a GTX 960 with 4GB RAM, an AMD FX 8350 and 16GB of memory. Two 8GB drives are connected. Could there be a fake card or CPU involved? My friends all have similar specs except for RAM, and one of them can play GTA V smoothly at high settings.

It’s better to adjust the in-game settings yourself instead of relying on GeForce to set them. Also, ensure your drivers are current.

GeForce Experience often seeks to boost performance by doubling or quadrupling screen resolution (like pushing 2160p on a 1080p display) via DSR (Dynamic Super Resolution). It also disregards Borderless window options and insists on fullscreen mode, even if it harms gameplay. I’m using a 2560x1440 Borderless window on my main monitor for most titles. GFE pushes to run games in DSR 3620x2036 fullscreen as the "best" setting, alongside forcing 200% scaling in games such as WoW when 100% suffices most of the time.
