Hello, I just completed assembling my PC over the weekend. Yesterday night I tried playing LoL and HotS to gauge the performance of the R9 380 (SAPPHIRE NITRO 4G). LoL was straightforward, but I was expecting better since my older laptop consistently hits 60 fps with VSYNC. The tricky part was HotS: I struggled to reach 50 fps with VSYNC on, and even without it, I managed around 61 fps. Is this normal? I’m not sure, but it seems like my GPU might be struggling with the workload. I suspect the G3258 isn’t up to the task, though shutting it down only marginally improved things. I’ve noted that 1080p is included.

HotS could be utilizing more than two processing units.

It isn't your GPU, it's your CPU—consider increasing its settings. If nothing improves, revert to the default and attempt to boost the GPU instead. If that also fails, there might be another issue.

I'm not testing against MoBas. They're the only titles I have at the moment. I haven't owned AAA games yet. (Own is the focus here.) If I were to test, I'd likely use 3DMark. It's already running at 4.1 GHz.
