Can anyone tell me how come Chrome shuts me out of access to some settings with the above message? The PC is personal: no organisation ever has been involved in either hardware or software aspects of this PC.
(I know there is a Windows help page to get rid of this, but I ask about how it has occurred in the first place.)
Is this a novel approach or has it been around for a while? Where did your Windows license originate, and which version does it correspond to?
Not a recent change. Back in the day, it didn’t do this either, and I don’t know exactly when it happened.
There are no policies in place across all categories except for cookies being blocked on URLs and JavaScript being blocked on URLs. I don’t require much help here since I have several alternative browsers set up, and this machine isn’t the newest or most current version. As support for W10 ends, I’ll switch to Windows and use the device only as a Linux system. I’m also wondering if it’s possible to modify device security settings without my permission.
Only the extensions 'Malwarebytes Browser Guard' and 'Privacy Badger' are listed. I wouldn't anticipate either of them interfering with my access to settings. If anyone has other insights, please share.

Not every setting was blocked, but I don’t remember which ones were affected. A few stood out to me as the main points. When I looked up ways to remove it, some suggested it could be caused by a PUP creating a 'Browser Hijack'. This made me curious. Although malware indicators didn’t show such a thing, removing the PUP left behind a payload that seemed to be a browser hijack. I also noticed many others had searched for reasons why they thought their browser was controlled by an organization, even though the device was personal and unrelated to any group.
it's probably not a browser hijack; one of your two extensions has set a policy, and any policy change will trigger the "managed by" message. try creating a new profile with no extensions and check if the message appears. when you install the extensions one by one, observe whether the message reappears.
