He mentioned his point clearly, and I also noted that an SSD doesn’t affect frame rate. Using an SSD will make the game load quicker, but that’s all.

Most likely, you're facing other problems that aren't visible in frame rate. To focus, if your GPU isn't up to the task, reduce graphics settings and resolution to boost performance.

In a game such as Jedi FO, it's not the best experience, but it can work if the difficulty stays around a steady 40. But if it keeps changing a lot, it'll likely become really frustrating, that's what I think.
