I'm attempting to adjust the BCLK on my i5-6600 (non K) by modifying BIOS settings, but each time I exit the BIOS it restarts twice and none of the changes take effect. The system still retains its saved state when I return. I'm using a Z170A PCIe motherboard.

The non-k is locked so increasing the base clock can only be done in minor amounts, for almost negligible effects. If you're suggesting that you don't feel as though you're getting a performance increase, it's because of this, it's a locked processor, and increasing the base clock will yield negigble improvements being as it can't really be changed much.
I've noticed individuals who managed to achieve a solid overclock by tweaking the bclk, but when attempting the same changes, it appears to revert to standard configurations.
The methods described in that article were performed on an MSI motherboard, and it appears that numerous techniques rely heavily on BIOS settings. You shouldn't anticipate achieving the same outcomes with different hardware.
