I never turned off windows manually. It seemed fine because the same drive was active when Windows was running on it. However, if you're using a different drive and pressing the Windows key, you might need to turn it off for it to function properly on another system.

You haven't turned off Windows before, even during a new setup on another machine. The previous version hasn't stopped running to check its status either, though I suspect it will again soon if you're online.

Sure thing. I’ll set up Windows with the “I don’t have a key yet” option. When you’re ready to take apart the old PC for sale, you can insert the key you’re using now on the new one. Should that work? Thanks!

Test it on the new PC. If it fails, obtain another OEM license at a lower cost. They're correct about not needing to cancel the existing license. I haven't used a different key in a while. I have an enterprise license.
