Fair enough.
I prefer to understand whether it's the media file or the ISO that's required.
Sorry for showing up as clueless, but I'd rather be prepared than regretful.

Save the MediaCreation application.
Execute it using an Admin account.
It will fetch and generate the required files.

You can set up Windows 10 without an internet connection easily, letting you proceed with minimal configuration by creating a local account and waiting. I use this regularly. Windows 11, however, usually needs an active internet connection by default. You can handle this by pressing Shift+f10 when prompted for an internet connection—it opens the command box, where typing oobe\bypassnro and pressing Enter will reboot the system and restore the same limited setup option as Windows 10. Once done, you can create a local account without needing the internet. I do this on machines I’m setting up that aren’t mine, so it’s safer since logging in remotely isn’t necessary. It’s surprising how Microsoft emphasizes security but still faces such issues.
