It seems unlikely to set up Windows 10/11 on MacBooks using the same method as installing it on a device with an ARM processor. The process would likely differ significantly due to hardware and software constraints.

I understand Parallels and the exclusivity agreement. I thought it might stop us from legally installing Windows on ARM devices, but I’m curious if this could be possible without considering the legal side, just focusing on how it might work in practice.

The updated Linux version relies on a Raspberry PI image for startup, and you're curious if a comparable method applies to Windows.

Linux is freely available, allowing changes to be made. If the ARM version of Windows is missing essential drivers, options are limited. It might take some time for a creative solution to emerge.
