The story received a new computer with everything functioning, though the initial delivery was an SSD. I enlisted my brother to format it and he created partitions assuming it would benefit long-term use. Windows 8.1 won’t install there, so can I still put it on the hard drive? Is it possible to move it from the partition to the SSD?

Yes, you're aiming to delete the SSD partitions and set up Windows 8 on that system.

You're looking to delete the SSD sections and start fresh with Windows on it? Also, you mentioned that transferring a Windows 8 setup from a hard drive to an SSD isn't feasible.

there was a discussion about problems with a cloned operating system. Everyone agreed a new installation would be better. The computer seemed to keep crashing.

Execute the installer from the disc, follow prompts to format both drives, remove existing partitions, and proceed with installing Windows on the SSD.

Cloning works well when the original file is clean; problems in the source will repeat. @OP starts from the Windows disc and can choose to format it. Generally, a pre-set drive shouldn’t cause issues unless the system isn’t using CSM, in which case Windows needs to be installed on a GPT partition.
