Yes for applications, not for game libraries. It's an insult to use such a tiny partition on Windows—I'd pay 500GB just to run it.
Consider boosting your storage with an SSD upgrade. Make sure you have enough space for Windows and your applications—ideally around 250GB or more.
Win 7 was first set up on 50gb drives back in 2009, so I thought 90GB would work just fine. Keeping partitions small and media separate has kept this system running smoothly as it did then. I haven't noticed any issues with the install partition being consistently low in storage until recently. The Ryzen version should be installed right away. Also, my main worry is the media files and documents—those are the only ones that matter.
Use MiniTool Partition Wizard to resize or expand partitions without reinstalling.
