Over the years, Windows 10 has been installed on an old SSD with drivers from 2006. I also have two more SSDs with games and other files. When I install Windows 11 on another drive tomorrow, the games on the existing SSDs should still work fine unless there are compatibility issues. Since your Riot Games client is on drive C and Valorant/League on drive E, you might need to check those specific locations after the switch. No need to reinstall everything unless you encounter problems.

Beyond simply checking a folder, a Windows software setup involves more steps. You don’t always need to re-download everything. For instance, reinstalling Steam in a new location lets you start fresh, copy your SteamApps folder from the old installation to the new one, and when you launch Steam again, it verifies the files are intact before completing any further setup.

Based on your experience, you'll likely need to reinstall everything again. I used a 256GB SSD for the system and programs, plus a 1TB SSD for games. Every time I reinstalled Windows 10, I had to reinstall all the games too. It seems there might be a way to reuse them without reinstalling, but I couldn't find it. For Windows 11, it probably won't work.
