Honestly it should not, a QVL list is just a list of brands/product that has been tested and verified by the manufacturer to work. Not being does mean it wont work. Is the RAM seated properly and if have reseated it, try and place the old RAM back in to see if it boots. It is possible you just have a lemon RAM and just need to swap it for a fresh pair. Is your mobo or cpu rated to handle 3600Mhz RAM? if not swap back to your old RAM.

For the CPU, it’s an AMD Ryzen 5 3600 with specs showing 3200 MHz, but I read somewhere it can still support 3600 MHz memory. Could the RAM speed be causing the problem?

Place the unit in slots 2 and 4. Activate XMP. Set DRAM voltage to 1.35 and SOC voltage to 1.05.

OC supports high-speed RAM, though it doesn't automatically set the standard 3600Mhz frequency.
