You can find fans suited for long-term use. Arctic Cooling offers options if you can replace your cooler. Otherwise, it's as @keskparane mentions.

Regarding the fan specifically, it tends to wear more often. However, it can last several years depending on usage. The amount of dust in your setup also plays a role. Whatever the case, it’s normal.

Usually the fan adjusts its speed based on your CPU's heat level. It works fine that way.
