Windows 10 is undergoing a technical preview phase, indicating it's still in early testing stages. It contains several bugs, doesn't fully support all hardware and software options, and its performance will be closely observed. The release date has passed as of April 15, 2015.
Windows 8 probably costs the same as Windows 7, so it makes sense to choose 8 now unless you already own a copy.
