The apartment manager uses a microphone to deliver internet to every room. I’m using Windows Hotspot to share the connection so I can access the internet on my smartphone and others. I’m checking if I can reuse an old router for this purpose. The way I tried with the access point method is not working well—each time I connect to Wi-Fi from a router linked to the proxy, the login screen always shows up for the proxy network. With Windows Hotspot, once I log into the proxy, it works for multiple devices. Also, each user gets a separate IP address. My current router is a Totolink N100RE. Apologies for the unclear English.

It seems you're looking for a proper router instead of an AP. The method you're using with the Windows Hotspot resembles a router setup. Consider resetting the Totolink to its default settings and configure it in "Gateway" mode.
