When using etcher, consider testing a different mirror for the ISO. It seems there may be an access restriction. Alternatively, you could build the USB drive with DD in another Linux distribution, such as Ubuntu. Run fdisk -l dd if=path_to_iso of=path_to_device with 3M bs and sync. Virtualization should only be enabled if necessary. Rufus works well when configured in DD Mode For GPT, not the standard settings.
