Although I’m not familiar with Linux, this video might offer some guidance. The person in the video is running Windows 7 and Ubuntu (Pop! OS is based on Ubuntu), but it’s just a suggestion to explore further.

PopOS operates with systemd-boot instead of grub. For dual-booting Windows, refer to the provided guide at the specified link. Ensure PopOS is listed first in your BIOS setup. Upon starting the drive, a boot menu should now display Windows and PopOS as available options.

On UEFI system I recommend testing rEFind, it will identify the kernel automatically from your storage device.
