I don’t understand why I can’t access it. Pressing Esc or Delete doesn’t seem to work for entering.

I attempted it but it only triggers the regular boot process. The BIOS display prompting to enter appears faster than I recall it ever taking this long.

It’s likely fastboot is active and your keyboard isn’t recognized until after startup. You might reset the BIOS/UEFI by taking the battery off the motherboard or flipping the jumper for the reset pins. An alternative is to connect a PS/2 keyboard, which will be detected immediately.
