Hello everyone. I've noticed my clock speeds are consistently at their maximum. That’s fine, but it seems unnecessary to see the CPU running at full capacity while idle and temperatures hovering between 30c and 35c. I’m using an Intel Core i7-10700K at 4.9 GHz—both 4.9 and 5.0 are stable, and I can push it up to 5.2 if needed. Right now it stays at 4.9 instead of 5 because it keeps temperatures lower, but still maxed out. The Power Manager is set to balance performance, which keeps things high. It looks like my BIOS C-states are disabled, which might be the issue. I was thinking about enabling them, but I’m not sure if that would improve gaming performance for others. What’s missing here?

Give it a try and check if it really counts, it probably won’t. If you turn on C-states but pick performance in Windows, it should always run at full speed, so you can switch between performance and balanced settings in Windows during play instead of changing BIOS each time. However, turning off C-states in the BIOS removes the distinction between balanced and performance since the difference was already gone.
Cstates is active yet appears capped despite a balanced mod version Xd. It's true, with Windows 11 23H2 and Tetras, this shouldn't be an issue anymore.
Intel power controls include CStates, EIST/SpeedStep (OS-managed) and Speed Shift (hardware). It's possible you need to turn off overclock features such as fixed voltage or CPU frequency multipliers so the processor can rejoin frequency/power management. Power plans are adjustable, but a high minimum CPU state might still occur even with a balanced setting.
