Usually it indicates the server has reached its memory limit or is having trouble handling the player count. Was there any "Is the server overloaded?" or similar alert shown in the console prior to freezing?

It depends; the setup works sometimes but not consistently. Most games run best with 3 to 6 players, and you've configured the server to use between 1GB and 2GB of RAM, which should be sufficient.

Typically you'll need around 4GB of RAM for that many players, but you might want to consider: Optimize your server software, configure automatic item clearing and restarts, adjust the entity cramming settings, and limit redstone usage.
