The only solution would be to reduce the power supply voltage. The CPU can only absorb so much power; you can't force it to draw more, which isn't possible with electricity.

Electronics behave differently than expected. A circuit draws the maximum possible power based on voltage and resistance, while there are adjustable settings like CPU voltage, chip activity levels, and clock speed. It’s not as if Intel is setting power usage directly into the chip.

When a motherboard and CPU are unsecured, you might accidentally supply excessive energy to the processor if you're determined. This wouldn't make it a high-end model like a Threadripper, but rather something small enough to resemble a keychain.
