I once believed the optimal method for sending a full system was to detach both the GPU and the CPU cooler while keeping the rest intact. I think most components outside the PC are already stable enough for shipping. Perhaps include some cushioning inside the tower to prevent movement-related issues? Concerning the CPU, if you don’t have the socket protector, the most secure option is to keep it in place.
It seems most things that aren’t overly heavy or unstable should work, especially since RAM is relatively light and doesn’t need removal. For packing material, I don’t have much information—I recall some builders include protective bags with towers, though the name isn’t clear. I’d assume anything that keeps components secure would be safe.

I packaged the motherboard along with the CPU, RAM, cooler, and M.2 components inside a sturdy anti-static bag. Then I covered the bag with plenty of bubble wrap and placed it in a box. No problems occurred during shipping.
