I just made a change to my hardware storage (1tb) since it stopped working, and it displays 200+mb on the PS4. How can I fix it?

Where or how was this formatted? Was it on the PS4 directly, or on a PC? It seems you have a roughly 200MB partition on the drive, probably for recovery purposes. You should completely format the drive—likely only the main partition was changed.
P.S. Consider updating your title to something more accurate, like "PS4 HDD shows 200MB" or similar.
