Reminder - You can't sell refurbished software. It's linked to the original device. Just OEM vendors may legally distribute Windows versions. Selling unauthorized copies is against the law. Even offering non-OEM versions isn't permitted for personal use.

Irrelevant. You aren't an authorized OEM parts vendor. Selling it isn't permitted and you likely couldn't have acquired it either, since the seller was restricted from doing so. OEM versions are designed for installation in preassembled systems, not for individual purchase. Reselling it without the original device is prohibited. The OEM Windows agreement makes this explicit.
