Some people manage 4.6GHz across all cores on R9 under air, but these results are rare. The reality is, you shouldn’t try to push PBO limits or overclock aggressively; just let the chip handle it. You can even reduce voltages slightly since they’re too high by default. Achieving better speeds than what you’d get manually in about half of the cases is possible. And for the R6 3600X at 200MHz, the $18 price tag seems quite reasonable.
Upgrading from 2600 to 3600 doesn’t seem logical; I’d suggest using 3700 divided by x for better results.
2xxx is expected to align closely with 3xxx after overclocking, but this demands better cooling. The X7xx chip isn't ideal for gaming on an X6xx chip at all. Things might shift soon.
