I would prefer a better PSU, and with a 9070 XT this CPU might struggle to maintain performance at 1440p. Your budget could be tight, but what's the value of a 1000$ GPU if you can't fully utilize its potential due to the CPU limitations? You should aim for at least a 7600x setup with this card.

Regarding the CPU cooler, a 78$ AIO won't significantly outperform a 40$ air cooler. To benefit from an AIO, you need a high-end model with a liquid temperature sensor; otherwise, you'll just end up with noisy fans every time you open a browser—similar to what happens with regular air coolers. Many people claim AIOs are louder than air coolers, but this is usually because they're not used correctly. Sadly, most models simply can't be used properly since manufacturers rarely include the essential feature (liquid temperature sensor).

It will be crucial to understand the options within your budget. Although this particular choice isn't ideal, I believe it will surpass many similar alternatives in that price range.

You're clearly upset about this again, thinking fan curves aren't something you need. Your AIO lacks a liquid temperature sensor and the fans aren't audible. It seems you can easily adjust fan curves in BIOS on most modern motherboards (or use software if you prefer).

Given the ~5% performance gap with the 5090, this isn't a strong argument unless the price difference is similar or lower (which it isn't in the US).

The 7600X offers only a slight improvement, around 5 to 6%, compared to the 7500F. The 7500F is essentially a Ryzen 5 7600 with its GPU turned off and slightly lower clock speeds.

Fair enough. I wasn't aware they were so close. There will still be a bottleneck with a 9070XT. It's a strong card, but pairing it with an entry-level CPU (7500F or 7600X) isn't ideal. In my view, if you can't afford a better CPU, opting for a cheaper GPU would be smarter.

Most of the time I’m in agreement, I’d also like a stronger CPU to match it, though from a real-world perspective I’m not as sure it would really hurt the system.

Reviewing the Ryzen 7 9800X3D at 1440P with a 4090, it seems the card is about 30% more capable, but you’re missing out on roughly 10% of its full potential. A Ryzen 5 7500F would likely deliver over 95% of that performance on an RX 9070 XT. There might be future games or scenarios where the 7500F could be limiting the GPU, but I don’t think that would be the case with most other 6-core CPUs out there.

For now, it’s a decent match, but if a solid 8-core or more is available, it should probably work better in the long run, especially for heavier tasks.

It largely depends on the type of games. GPU-bound titles will perform perfectly at near full capacity, while CPU-bound games won't. For instance, playing Assassin's Creed Shadows lets the 9070xt run at 100% with no CPU issues even when paired with the 7500F, whereas Cyberpunk 2077 will experience moderate CPU strain and MS Flight Simulator 2024 will create significant bottlenecks.
Average scores are merely averages; however, individual results can vary greatly. I'm not referring to benchmarks reflecting real-world performance. For example, when I upgraded from a 5900X to a 9800X3D while gaming in 4K, my frame rate remained stable with no noticeable drop, and gaming felt much smoother. Performance improvements are evident after the new processor, eliminating stuttering and enhancing stability, especially with features like DLSS.
Average numbers on benchmark charts don't capture everything.

Strongly disagree. A 7500F would suffice perfectly, while 7600/7600X are mid-range CPUs that perform even better. Higher resolutions such as 2k and above emphasize the GPU more than the CPU, which is the intended priority. The fact that both CPUs are from different generations explains why the results were anticipated.

In Ryzen 5000 and 7000 series CPUs, aim for the clock to be half or better of the first two digits of RAM speed to achieve the infinity fabric at full speed. For example, 6000/30 (or lower cl) or 6400/32 (or lower cl). If the 6400 option is too costly, choose 6000; the performance gap is negligible.
