The Steam link is only for your Steam library, and it has been stopped last month. The best option could be a low-powered PC such as a used Dell OptiPlex or a system with a Ryzen 2200G, allowing you to stream to your living room while still having enough power for emulators and controllers.

For steam games, you simply use its In Home Streaming feature—this is included with steam. With emulators, you'd install them locally and wouldn't stream them.
