The project has limited extra resources available to me. (Only 2 GB of RAM, an older Pentium processor, and about 350 GB of storage space.)

Windows 2003 handles this well after disabling unused services. Activation issues are minimal, and compatibility with earlier versions is good. It supports any Windows 7 application. PM me if you need to test the ISO files. Windows 2000 is possible but may require extra steps like installing certain DLLs for software that runs on XP. It's quite stable overall.
