Options include Zabbix, OpenNMS, PRTG, etc. If you prefer not to install software on a server and just need a program locally, look for terms such as "Desktop ping monitor." I remember using similar tools in Vista Sidebar applications, even on Windows 8.1. You can also find websites that test website availability—try searching "website ping monitor."
