The idle temps of my 5800x are consistently near 70°C, but the cooler I use spikes to 77-80°C when the CPU is busy. Are there options to lower those idle readings?

I'm checking the temperature readings. Have you adjusted the clock speed at all? Are the system settings set to their standard values? What are the fan configurations?

You're seeing Ryzen Master display standard temperatures, but your cooler's fan is operating in PWM mode while other case fans spin near 1700 RPM.

It has been updated recently. The voltage to the CPU is slightly higher than usual—about 1.455V. Idle seems unusual; are there any background programs running that might affect this?

Initially several applications start quickly, similar to Steam Discord,... after that my CPU consumption falls to 10-15%

While writing this, the game first program from ASUS stopped working, my fans fell silent, and temperatures fell to 40°C. Probably the cause.

Current CPU voltage is 1.455, which exceeds the safe limit of 1.35 for Zen 3. Adjust to below 1.35 for Zen 2 and Zen 3.
