I just upgraded my PC with a new AMD Ryzen 5 3600 processor, an Aorus B450 Elite and 16GB of G.Skill Aegis 3200 RAM (two 8GB modules). After installing everything, I attempted to update the BIOS on the Gigabyte website. The update went through after the first restart, but the motherboard wouldn’t power on correctly. Initially it seemed fine. I left it for five minutes without any issues. Then I powered the PC back on through the power supply. When I tried to restart, the motherboard’s indicator LEDs stayed stuck on DRAM and flashing CPU messages appeared intermittently. The screen didn’t respond, and the onboard LEDs and CPU fan lights also failed to work.

You don't always need to rename them. Doing so makes the file readable. I'm not sure why they do it, but ASUS behaves similarly. The .bin file contains the BIOS data. The other two files belong to the flash utility. I can verify this later at my desk to confirm my points, unless you discover it then.
I believe it’s a specific USB port, the instructions only mention connecting to a Q Plus USB port. I don’t know which one on your board it is. If I’m correct, your board has dual BIOS. Is there a switch to enable the backup BIOS? I saw it described as automatic in the guide, but I’m not sure what conditions trigger the second BIOS to appear automatically. It might take a moment before it starts from backup, or it could happen instantly.
The issue lies in the guide stating the BIOS is built from 1x128 mbits flash, with no mention of a DualBIOS setup. I also saw another forum post suggesting the B450 Elite does not support dual BIOS or Q flash.
