They keep mentioning on their forums that refunds are given case by case, just once per account. They only cancel your request if you started the exchange yourself. I didn’t do that. Mostly because I’m not Russian.
Steam must adopt a solid two-step verification system. Follow the same approach used by Facebook, Google, LastPass, and similar services. Integrate it with authentication tools like Google Auth or Authy via your mobile device. This ensures that when you log in from an unfamiliar location, you must enter a code generated on your phone, refreshed every few seconds. The "Steam Guard" currently offered is a weak attempt at proprietary two-factor security.
