I own an ASRock B550 motherboard and am attempting to run my Ryzen 7 3700X and later Ryzen 7 5800X at a fixed 3.65 GHz without any boost or turbo settings.

May I ask why? You should just need to set the multiplier to 36.5 and call it a day, but again, why?

The motherboard continues to increase its clock speed to 1GHz even though the VM is configured for Manuel. I’d like the CPU to operate at 2.65GHz instead. Ideally, it should run around 700MHZ, which matches the performance of my Pentium system.

To achieve 700MHz just set the multiplier to 7. Ryzen models starting from Ryzen 5000 support this range, while lower-end versions like Ryzen 3000 have a minimum multiplier of 5.5. Going above 550MHz works fine without drastically reducing BCLK, though pushing BCLK to 80 might cause other complications.

It depends on your system settings and hardware capabilities. Check if the CPU can be adjusted to 20MHZ in your BIOS or system preferences.

It seems unlikely to reach such low levels; the BCLK would need around 3.6, which isn't feasible since the internal clock generator caps at 80.

Setting the VM to 14.01 should help maintain CPU usage below 70°C during peak loads.

It would drop below 1/5 of the performance. For Minecraft optimization, avoid locking it. This isn't a highly detailed topic, but it usually falls between 5 and 30W.
