On Windows 10 I’m using Steam Chat to communicate while playing a game, but other chat apps caused the same problem. I connect just one earbud and start the voice chat. When my earbud runs low I switch to the other one, which usually pairs but doesn’t connect properly in Windows. I have to turn off the voice chat first, then remove the earbud from Bluetooth (put both back in the case), wait for it to appear as disconnected, and then reinsert them to resume. On a MacBook I can freely switch earbuds as I wish. The same applies to Android. I’ve tried changing earbuds in a voice recorder app without issues and kept recording continuously smoothly.
