Second screen freezing while playing video

I recently upgraded the CPU, motherboard, RAM, and power supply before launching all my games and streaming on Plex or YouTube. On the second monitor it works smoothly, but on the main monitor it stutters and freezes intermittently. Anyone know what might be causing this issue? The CPU went from 3800 to 9800 cores and RAM increased from 32GB to 64GB.

Checked the same GPU settings. Verified if the Multiplane Overlay MPO is off and confirmed the most recent BIOS and AMD chipset drivers are installed.

I'll keep using the latest drivers and see if disabling that helps.
