I’m trying to upgrade my desktop but I’m unsure about the process and tools. I also have an unlicensed Windows copy and plan to install it soon. I’ve heard about programs like rain meter, but I want something reliable instead of random options. What would be a good trustworthy solution that works well?

Rainmeter works well for me, and it's the tool people usually rely on. I don't see a better alternative. I'm editing my old Rainmeter desktop, possibly bringing it back with Windows 10.

The word "rice" comes from its popularity in the early 90s when the Japanese tuner scene emerged. Although some car modifications have existed for a long time, American enthusiasts felt embarrassed and sought ways to mock the JDM era.

I set up Rainmeter and am still unsure about the next steps. I’ve saved a skin from their suggested sites, but I’m not clear on how to apply it.

It's been a while, but I think Rainmeter needs a lot of study to get used to. It's not something that comes easily to explain in this place. You can find more details at the official docs: http://docs.rainmeter.net/manual/getting-started

I moved beyond the skin installs and am now here. I reviewed most of the content before beginning. Next steps are unclear, but I used the create .rmskin package and everything is organized properly.

It's all written in Windows Notepad. Double-click the folder to launch it and see your speed skin. Adjust text size and colors by right-clicking the Windows widget and selecting "Edit." This will give you a simple, pixel-based coding page inside Notepad.
