noctua really stands out, though it's a premium item. I've used several Noctua coolers before and really enjoy them. Paying for better ones isn't an issue for me.
During my research, many people mentioned that the NH-U9S and NH-D9L aren't suitable for overclocking. That's true or false?
They also produce the NH-C14S, which is a good option if you need top flow.
My main aim is to get the lowest possible temperatures with an air cooler in my setup.

Check this out: the link points to a Noctua cooler, but you'll have to pay the price for it.
Edit: I should forget about this—this model outperforms the one I was considering. It's quieter, cheaper, and does a better job cooling.
When I first looked into coolers for this build, I planned to choose that one too. The H7 is hard to beat... Maybe I'll have to order it right now.

I'd think about the water cooling section again. It's way better than any fans or heat sinks you'll ever use.
Not really, it's not much better than what you already have. You also need to deal with more issues compared to air cooling.
I've been running for five years and have never had any issues. Your claim doesn't stand up to the evidence.
