I'm constrained by my size, so I need a CPU cooler that supports overclocking and fits under 148mm. My processor is a 4690k, and I'm not focused on water cooling. I don't mind spending a lot.

No, you are incorrect, and why would you assume that because
your
cooler has lasted 5 years (I'd hope any cooler would) that that automatically is justification for water coolers being #1 and every water cooler being 5-year minimum reliable and better than air coolers?
Air coolers are often 3/5 the price for the same performance. In addition, they assist in case airflow, make less noise typically, and no worrying about leaks.

Cryorig H7 outperforms the hyper 212 evo at a comparable price, with a more appealing appearance. Hope this helps!

I might think again about the water cooling aspect. It clearly outperforms any fan and heat sink you could encounter.

I'd think about the water cooling section again. It really outperforms any fan or heat sink you could find.
It's not significantly better, though. You also need to consider factors beyond just air cooling.

I don't have time to water cool right now. I need to set this up soon, probably within days. One day I might water it out—maybe next year.
My setup is a Fractal Design Core 1000 with a Micro-Atx board. The build will include a GPU and three drives. It's quite packed.
Can you tell me if the H7 chipset will let me achieve a solid overclock?
