I’m thinking of a budget tower cooler. These i5s get warm but don’t require heavy cooling, so a high-performance 212-class cooler should suffice.

No, it's not 22db. Intel stock coolers tend to be much quieter. 22db sounds excessively loud. Intel coolers aren't that silent—your chip doesn’t require a massive cooler, but a decent one with a fan will help keep things cooler, allowing the fan to run more quietly. The AG300 I mentioned earlier would be a solid, affordable option.
