After turning off Turbo Core, you won't notice any difference... the processor continues running at its regular pace.

Aidia 64 displays a value when your CPU is throttling, which you can see in CPU-Z as it tends to be quite obvious.

HWmonitor, OpenHardwareMonitor, RealTemp, likely CoreTemp too, MSI Afterburner. Or any other tools that display CPU clock speed and temperatures simultaneously. Perhaps include usage percentage in this setup. As mentioned, Aida provides the actual numbers; otherwise, you should know how to spot them.
