I don't have the ASUS Motherboard utility in my programs list. It might have been removed along with other items or I never had it before. Either way, I'll check if the issue persists after deleting everything.

It appears the application remnants are still lingering, at least according to this situation.
Is it accurate to believe that during the setup you reused an earlier Windows version (rather than starting with a clean install), or did you accidentally install the Asus app by mistake?
One of these possibilities would account for its existence.

It was a new Windows installation from a USB drive. The second choice seems more probable, as Armoury Crate added many extras. I'm hoping that was the reason, otherwise I'd be starting over.

It seems a recent update could be your best option. This will make sure all the AC components are fully removed.

After some time the problem disappeared, but it reappeared recently while playing Manor Lords. I adjusted my under volt on the CPU and it hasn't happened since. I suspect that might have been the cause.

Are you using an Asus GPU? Have you performed a new Windows installation for this machine or transferred an older operating system from your previous build? It’s unclear where you obtained the Asus Armoury Crate, as it shouldn’t have been installed.

At this stage, I recommend a complete Windows reinstall. Transfer any necessary data to a second hard drive or external storage. Delete all drives except the OS drive, format them, and reinstall. If your GPU is from Asus, avoid installing anything for it—visit Nvidia’s website and download the appropriate driver.

I also suggest replacing your power supply unit, as the one you have isn’t ATX3.0 compliant.

For more information, check this article on ATX 3.0 versus 2.0.
While it seems your ATX 2.0 750W PSU satisfies basic needs, it falls short of the updated standards set by motherboard and GPU manufacturers, which now permit these power fluctuations.
