I powered on my computer and saw a flickering display followed by three choices: Continue, Exit, and proceed with Windows 11. Troubleshoot, reset your PC or access Advanced Options. Turning off any option causes the screen to flicker again. Clicking the screen brings it back to those three options.

I powered it down and checked again an hour later, the problem resolved itself.
