This only occurs when I launch Rocket League on Epic. It can happen occasionally, but it’s really annoying and frustrating to keep using alt+tab just in case it works. The HDMI cable is plugged into my motherboard because I’m upgrading my GPU and didn’t want to stick with my old, basic PC. (My CPU is a 13600k and the motherboard is a B760 Tomahawk WiFi.)
