I just put in a new power supply that’s a bit outdated but still functions. Each time I start my PC it lets me log in, but it fails to do so when I try. I managed to use the machine once before the issues began regularly. Recovery mode activates after an restart following the problem, and the CMOS was also cleared at that time.

Check if the PSU is functioning properly. If issues persist, request detailed system specifications.

Your previous power supply unit was [old model], and your current one is [new model]. Did you repurpose any connections?

The Explorer.exe isn't loading possibly due to a corrupted user account, a Windows issue, or a disk problem. If Task Manager (Ctrl+Alt+Delete) is open, you can launch CMD.exe and try running explorer.exe there. From CMD you can run the disk check command Chkdsk c: /f /x /r. Additionally, using Sfc /scannow on Windows might resolve the issue.
