The system keeps power flowing even with the PSU switch active. A few RGB lights might remain lit, which is typical. If there are fans running, they could continue operating briefly while the capacitors discharge fully. No cause for concern.

there is a bios setting that should fix that. i think the standard is that the lights stay on when the system is off.

Bios - System -> miscellaneous -> leds in sleep... Consider trying a different approach. If unsuccessful, obtain the BIOS manual from the Gigabyte website.
