When I connect my PS3 controller to my laptop, it worked perfectly until I unplugged it or switched the laptop to standby/off mode. After turning it back on, I have to reinstall and uninstall the DS3 USB driver. What mistake am I making?

Sleeping it will stop it from working anymore, unless you reconnect it, after which it will restart.

I wonder if the base driver remains from 2015. It has been an ongoing issue for several years.
