You probably won’t achieve top results unless those features are turned on. If they’re off, the processor will restrict performance to meet thermal constraints.

In R23 In cinebench 2024 my scores ranged from 1200 to 67 on single-core, which is lower than what I see online. Using pbo settings brings results closer to 1600, while without it they sit between 1450 and 1500. If I try it now, I expect a boost to about 4.4–4.5 across all cores, with everything working smoothly.
It improves smoothly to 4.4~4.5 in single core operation. To activate the boost for all cores, you must enable it; otherwise, these clocks aren't rated for full-core usage unless you turn on PBO or do OC. As a note, my 5950x won't exceed 3.8GHz under an all-core load while staying within 125W.
Lack of Windows, that's okay. Interestingly, it handles up to 6 threads smoothly, but performance drops to 4.4GHz at 8-10 threads. Around 12 threads it hits 4.3GHz, 14 threads reach 4.1-4.2GHz, and 16-18 threads stabilize at 4GHz.
