Consider updating your motherboard chipset drivers. It might make a difference. It worked for me several times.

I understand I'm pushing the boundaries here, but I joined from Google. For others, turning those Ryzen X3D and Threadripper chips into gaming mode in the BIOS usually shows only 8 threads, likely because one of the silicone dies is turned off. I’m not sure how this would influence Cinebench results, that’s still unclear.
Gaming mode turns off SMT. Scores make sense since it doesn't rely on multi-threading. Turn it off and it will function properly. This isn't PBO, but a separate configuration that needs to be activated.
9800X3D features just one CCD die. One die holds 8x cores, whereas devices like the 9900X distribute them across two dies (8 plus 4) because it's designed as a 12-core unit.
